(מז) וַתַּ֣עַשׂ הָאָ֔רֶץ בְּשֶׁ֖בַע שְׁנֵ֣י הַשָּׂבָ֑ע לִקְמָצִֽים׃ (מח) וַיִּקְבֹּ֞ץ אֶת־כָּל־אֹ֣כֶל ׀ שֶׁ֣בַע שָׁנִ֗ים אֲשֶׁ֤ר הָיוּ֙ בְּאֶ֣רֶץ מִצְרַ֔יִם וַיִּתֶּן־אֹ֖כֶל בֶּעָרִ֑ים אֹ֧כֶל שְׂדֵה־הָעִ֛יר אֲשֶׁ֥ר סְבִיבֹתֶ֖יהָ נָתַ֥ן בְּתוֹכָֽהּ׃ (מט) וַיִּצְבֹּ֨ר יוֹסֵ֥ף בָּ֛ר כְּח֥וֹל הַיָּ֖ם הַרְבֵּ֣ה מְאֹ֑ד עַ֛ד כִּי־חָדַ֥ל לִסְפֹּ֖ר כִּי־אֵ֥ין מִסְפָּֽר׃

(47) During the seven years of plenty, the land produced in abundance. (48) And [Joseph] gathered all the grain of the seven years that the land of Egypt was enjoying, and stored the grain in the cities; he put in each city the grain of the fields around it. (49) So Joseph collected produce in very large quantity, like the sands of the sea, until he ceased to measure it, for it could not be measured.

What are we learning from Joseph's actions?

וְיוֹסֵ֗ף ה֚וּא הַשַּׁלִּ֣יט עַל־הָאָ֔רֶץ ה֥וּא הַמַּשְׁבִּ֖יר לְכָל־עַ֣ם הָאָ֑רֶץ...

Now Joseph was the vizier of the land; it was he who dispensed rations to all the people of the land....

(א) הוא השליט על הארץ הוא המשביר עם היותו השליט היה הוא בעצמו המוכר ולא היה מאמין בעבדיו כי אמנם היה הכסף רב מאד וראוי לפרעה כאמרו ויבא יוסף את הכסף ביתה פרעה ולכן לא היה שום בר נמכר לקונים בלתי חותמו או כתב ידו:

הוא השליט על הארץ, הוא המשביר, although he was the highest ranking official, i.e. the ruler, he personally supervised the selling...

(Sforno was a rabbi, commentator, physician, and philosopher from Italy (b. 1475-d. 1550).)

How can we take a cue from Joseph on this?

וַיֹּ֤אמֶר פַּרְעֹה֙ אֶל־יוֹסֵ֔ף אַחֲרֵ֨י הוֹדִ֧יעַ אֱלֹהִ֛ים אוֹתְךָ֖ אֶת־כָּל־זֹ֑את אֵין־נָב֥וֹן וְחָכָ֖ם כָּמֽוֹךָ׃

So Pharaoh said to Joseph, “Since God has made all this known to you, there is none so discerning and wise as you...."

Nahmanides (1194-1270) parses the phrase “discerning and wise,” saying that Joseph was discerning because he possessed the administrative talent of distributing food to Egyptian families based on their individual size and needs during the seven years of bounty; he was wise because he had the technology to store food for long periods of time without it rotting or being eaten by moths or rodents. (ב) אין נבון וחכם כמוך. הקדים נבון לחכם ולהלן הוא אומר רק עם חכם ונבון לפי שבכאן צריך תבונה להבין ענין החלום דבר מתוך דבר ואח"כ לעיין בו ולפתרו מעין החלום אבל בדברי תורה צריך חכמה תחלה לידע הדבר ואחר כך להתבונן בו:

אין נבון וחכם כמוך, “there is no one as understanding and wise as you.” ....In this instance, insight was the first attribute required in order to understand the dream, whereas wisdom was required in order to deal with the challenge presented by fulfillment of the dream....
