Vayak'hel
ששת ימים. הקדים להם אזהרת שבת לצווי מלאכת המשכן, לומר שאינה דוחה את השבת:
He prefaced the prohibition of Sabbath to the commandment to build the Mishkan, to teach them that its construction does not override the Sabbath
וביום השביעי יהיה לכם קדש ולא תעשו בו אפילו מלאכת המשכן:
וביום השביעי יהיה לכם קדש, and you may not violate the Sabbath even in order to complete the Tabernacle sooner, although the work on the Tabernacle is also a sacred task.

Composed in Bologna (c.1500 - c.1550 CE). Commentary on the Torah by Rabbi Ovadiah ben Jacob Sforno, a 16th-century Italian rabbi and physician.

(א) וַיַּקְהֵ֣ל מֹשֶׁ֗ה אֶֽת־כָּל־עֲדַ֛ת בְּנֵ֥י יִשְׂרָאֵ֖ל וַיֹּ֣אמֶר אֲלֵהֶ֑ם אֵ֚לֶּה הַדְּבָרִ֔ים אֲשֶׁר־צִוָּ֥ה יְהוָ֖ה לַעֲשֹׂ֥ת אֹתָֽם׃ (ב) שֵׁ֣שֶׁת יָמִים֮ תֵּעָשֶׂ֣ה מְלָאכָה֒ וּבַיּ֣וֹם הַשְּׁבִיעִ֗י יִהְיֶ֨ה לָכֶ֥ם קֹ֛דֶשׁ שַׁבַּ֥ת שַׁבָּת֖וֹן לַיהוָ֑ה כָּל־הָעֹשֶׂ֥ה ב֛וֹ מְלָאכָ֖ה יוּמָֽת׃

(1) And Moses assembled all the congregation of the children of Israel, and said unto them: ‘These are the words which the LORD hath commanded, that ye should do them. (2) Six days shall work be done, but on the seventh day there shall be to you a holy day, a sabbath of solemn rest to the LORD; whosoever doeth any work therein shall be put to death.

ויקהל - לקחת מכל אחד מחצית השקל לגלגלת, וגם להזהירם על מלאכת המשכן.
ויקהל, he assembled the people in order to collect the half shekel from all those who were of age. He also warned the people concerning the building of the Tabernacle.

Why does the torah specify the rules of Shabbat before explaining how to create the Tabernacle?

What does this say about the importance of where we pray, or do acts of holiness vs. the intention and acts?
