(9) I will look with favor upon you, and make you fertile and multiply you; and I will maintain My covenant with you. (10) You shall eat old grain long stored, and you shall have to clear out the old to make room for the new. (11) I will establish My abode in your midst, and I will not spurn you. (12) I will be ever present in your midst: I will be your God, and you shall be My people.
(44) Yet, even then, when they are in the land of their enemies, I will not reject them or spurn them so as to destroy them, annulling My covenant with them: for I the LORD am their God.
(יא) ונתתי משכני בתוככם ולא ידעתי מה הטעם בזה שיאמר הקב"ה כי בשמרנו כל המצות ועשותנו רצונו לא ימאס אותנו בגעול נפשו וכן בעברנו על בריתו ועשותנו נאצות גדולות אמר (להלן פסוק מד)
I will establish My abode in your midst, and My soul will not spurn you: I don't know why the Holy Blessed One says that God will not abhor us if we keep the commandments, and also if we break the covenant and act in incredibly insulting ways, it also says God will not abhor us.
(44) ואף גם זאת AND YET FOR ALL THIS — i. e., but also (אף) even though (גם) I shall execute on them this (זאת) punishment which I have mentioned when they shall be in the land of their enemies, I will not reject them to make an end of them and to make void My covenant which has thus far been with them (viz., the covenant 'כי אני ה אלהיהם that I, the Lord, would be their God).
() [י] "לא מאסתים ולא געלתים לכלֹתם"-- וכי מה נשתייר להם שלא נגעלו ולא נמאסו?! והלא כל מתנות טובות שנתנו להם, ניטלו מהם. ואילולי ספר תורה שנשתיירה להם לא היו משנים (ס"א משונים) מאומות העולם כלום!
"I did not despise them and I did not abhor them to destroy them": Now what remained to them that they were not despised and not abhorred! Were not all the goodly gifts that had been given to them taken from them? And if not for the Torah scroll that remained to them, they would not differ from the nations at all!
Yet, for all this: "All this" is an allusion to Torah, as it is written (Deut. 4:44): This is the Torah. This is brought to imply that the Torah shall not budge from them, even as they live in exile in the land of their enemies--for it shall not be forgotten out of the mouths of their seed. And from this, our sages of blessed memory taught: What remained to them that they were not despised nor abhorred? Were not all teh good gifts given to Israel taken away? And if not for the Torah that remained to them, they would be no different from anyone else.
