Parshat Chukat In Memory of Shimshon Ben Shalom
(א) וַיְדַבֵּ֣ר יְהֹוָ֔ה אֶל־מֹשֶׁ֥ה וְאֶֽל־אַהֲרֹ֖ן לֵאמֹֽר׃ (ב) זֹ֚את חֻקַּ֣ת הַתּוֹרָ֔ה אֲשֶׁר־צִוָּ֥ה יְהֹוָ֖ה לֵאמֹ֑ר דַּבֵּ֣ר ׀ אֶל־בְּנֵ֣י יִשְׂרָאֵ֗ל וְיִקְח֣וּ אֵלֶ֩יךָ֩ פָרָ֨ה אֲדֻמָּ֜ה תְּמִימָ֗ה אֲשֶׁ֤ר אֵֽין־בָּהּ֙ מ֔וּם אֲשֶׁ֛ר לֹא־עָלָ֥ה עָלֶ֖יהָ עֹֽל׃
(1) יהוה spoke to Moses and Aaron, saying: (2) This is the ritual law that יהוה has commanded: Instruct the Israelite people to bring you a red cow without blemish, in which there is no defect and on which no yoke has been laid.

As we see below, Rashi points out something interesting here -

זאת חקת התורה. לְפִי שֶׁהַשָּׂטָן וְאֻמּוֹת הָעוֹלָם מוֹנִין אֶת יִשְׂרָאֵל, לוֹמַר מַה הַמִּצְוָה הַזֹּאת וּמַה טַּעַם יֵשׁ בָּהּ? לְפִיכָךְ כָּתַב בָּהּ חֻקָּה — גְּזֵרָה הִיא מִלְּפָנַי, אֵין לְךָ רְשׁוּת לְהַרְהֵר אַחֲרֶיהָ (יומא ס"ז):
וזאת חקת התורה THIS IS THE ORDINANCE OF THE LAW — Because Satan and the nations of the world taunt Israel, saying, “What is this command and what reason is there for it”, on this account it (Scripture) writes (uses) the term חקה about it, implying: It is an enactment from before Me; you have no right to criticize it (Yoma 67b; cf. Midrash Tanchuma, Chukat 7).

A suggested reason why the nations of the world and the satan specifically go after Israel via this commandment. And behold, I saw a very precious story regarding Ben Netina -

אָמַר רַב יְהוּדָה אָמַר שְׁמוּאֵל שָׁאֲלוּ אֶת רַבִּי אֱלִיעֶזֶר עַד הֵיכָן כִּיבּוּד אָב וָאֵם אָמַר לָהֶם צְאוּ וּרְאוּ מָה עָשָׂה נׇכְרִי אֶחָד לְאָבִיו בְּאַשְׁקְלוֹן וְדָמָא בֶּן נְתִינָה שְׁמוֹ בִּקְּשׁוּ מִמֶּנּוּ חֲכָמִים אֲבָנִים לָאֵפוֹד בְּשִׁשִּׁים רִיבּוֹא שָׂכָר וְרַב כָּהֲנָא מַתְנֵי בִּשְׁמוֹנִים רִיבּוֹא וְהָיָה מַפְתֵּחַ מוּנָּח תַּחַת מְרַאֲשׁוֹתָיו שֶׁל אָבִיו וְלֹא צִיעֲרוֹ לְשָׁנָה הָאַחֶרֶת נָתַן הַקָּדוֹשׁ בָּרוּךְ הוּא שְׂכָרוֹ שֶׁנּוֹלְדָה לוֹ פָּרָה אֲדֻמָּה בְּעֶדְרוֹ נִכְנְסוּ חַכְמֵי יִשְׂרָאֵל אֶצְלוֹ אָמַר לָהֶם יוֹדֵעַ אֲנִי בָּכֶם שֶׁאִם אֲנִי מְבַקֵּשׁ מִכֶּם כׇּל מָמוֹן שֶׁבָּעוֹלָם אַתֶּם נוֹתְנִין לִי אֶלָּא אֵין אֲנִי מְבַקֵּשׁ מִכֶּם אֶלָּא אוֹתוֹ מָמוֹן שֶׁהִפְסַדְתִּי בִּשְׁבִיל כְּבוֹד אַבָּא

Rav Yehuda says that Shmuel says: They asked Rabbi Eliezer: How far must one go to fulfill the mitzva of honoring one’s father and mother? Rabbi Eliezer said to them: Go and see what one gentile did for his father in Ashkelon, and the name of the son was Dama ben Netina. Once the Sages wished to purchase precious stones from him for the ephod of the High Priest for six hundred thousand gold dinars’ profit, and Rav Kahana taught that it was eight hundred thousand gold dinars’ profit. And the key to the chest holding the jewels was placed under his father’s head, and he would not disturb him. The next year the Holy One, Blessed be He, gave Dama ben Netina his reward, as a red heifer was born in his herd, and the Jews needed it. When the Sages of Israel came to him he said to them: I know, concerning you, that if I were to ask for all the money in the world you would give it to me. But I ask only that money that I lost due to the honor of Father.

From this it can be understood, that this story created an accusation from satan on Israel, as this man who is not an Israelite and not commanded to serve his father to such a degree as he did with all of his heart, and lost a great deal of wealth over this commandment. So HaShem Yitbarach desires to sweeten this accusation against Israel -

Since this gentile lost much money due to a very rationale Mitzvah (honoring ones father), which is not the case with the people of Israel, who pay a great deal of money for a non rationale commandment such as the Red Heffer, which has no understandable logic, which then balances the scale via the merit Israel creates through this act of faith.

Therefor, when Satan, and the nations of the world see Israel fulfill the keeping of a commandment that has no logic or rationale like the red heifer, they seek to downplay it and turn it into a logical commandment, therefor they ask Israel, "Whats the purpose of this commandment", so then to cause Israel to respond with a reason, which will then once again give them an opening to accuse Israel, Heaven Forbid, that this is indeed a rationale commandment. Therefor, the Torah is clear that this is a non-rationale commandment, and its a decree from before HaShem, and its forbidden to investigate its reasoning, and then the force that accuses Israel in the heavens is nullified, and this is correct, with the help of the Heavens.
