(ד) בַּשַּׁחַר מְבָרֵךְ שְׁתַּיִם לְפָנֶיהָ וְאַחַת לְאַחֲרֶיהָ, וּבָעֶרֶב שְׁתַּיִם לְפָנֶיהָ וּשְׁתַּיִם לְאַחֲרֶיהָ. אַחַת אֲרֻכָּה וְאַחַת קְצָרָה. מָקוֹם שֶׁאָמְרוּ לְהַאֲרִיךְ, אֵינוֹ רַשַּׁאי לְקַצֵּר. לְקַצֵּר, אֵינוֹ רַשַּׁאי לְהַאֲרִיךְ. לַחְתֹּם, אֵינוֹ רַשַּׁאי שֶׁלֹּא לַחְתֹּם. וְשֶׁלֹּא לַחְתֹּם, אֵינוֹ רַשַּׁאי לַחְתֹּם:
(4)In the morning when reciting Shema, one recites two blessings beforehand, and one thereafter. And in the evening one recites two blessings beforehand, and two thereafter, one long and one short....
Rabban Gamliel says: Each and every day a person recites the prayer of eighteen blessings. Rabbi Yehoshua says: an abridged version of eighteen is sufficient. Rabbi Akiva says: If he is fluent in his prayer, he recites the prayer of eighteen blessings, and if not, he need only recite an abridged version of the prayer of eighteen blessings.

As to those eighteen benedictions — there are nineteen ! ... R. Levi said : The benediction relating to the heretics was subsequently instituted at Yavneh... Our Rabbis have taught: Simeon the Cotton-dealer arranged the eighteen benedictions in order in the presence of Rabban Gamaliel at Yavneh. Rabban Gamaliel asked the Sages, "Is there anyone who even knows how to word the benediction relating to the Minim?" Samuel the Small stood up and worded it. In the following year he had forgotten it.
