A Torah scholar is not allowed
to live in a city that does not
have these 10 things:
(1) A court of three people that is empowered to hold people accountable
(2) and a Tzedakah fund that is collected by two people and distributed by three
(3) and a house of gathering (ie: synagogue)
(4) and a bath house
(5) and a bathroom
(6) a doctor/healer
(7) and a craftsperson/specialist (ie: surgeon, blood letter, architect, cook)
(8) a scribe
(9) a butcher
(10) and a teacher of children.
