(ב) וַיִּלֹּנוּ עַל מֹשֶׁה וְעַל אַהֲרֹן כֹּל בְּנֵי יִשְׂרָאֵל וַיֹּאמְרוּ אֲלֵהֶם כָּל הָעֵדָה לוּ מַתְנוּ בְּאֶרֶץ מִצְרַיִם אוֹ בַּמִּדְבָּר הַזֶּה לוּ מָתְנוּ.

(2) And all the children of Israel murmured against Moses and against Aaron; and the whole congregation said unto them: ‘Would that we had died in the land of Egypt! or would we had died in this wilderness!

Every time Israel went through a time of lack, they always played the death card. They just knew that every challenge was going to kill them. Things would change, alright – they would get worse. And Israel believed that death was certain and more desirable than life as it was. Someone with a slave mentality thinks about death and suicide in times of crisis. (לא) וְהָאֲנָשִׁים אֲשֶׁר עָלוּ עִמּוֹ אָמְרוּ לֹא נוּכַל לַעֲלוֹת אֶל הָעָם כִּי חָזָק הוּא מִמֶּנּוּ.

(31) But the men that went up with him said: ‘We are not able to go up against the people; for they are stronger than we.’

The Israelites still have a slave mentality and are afraid to confront the inhabitants of Canaan even though Adonoi has promied that they will be victorious (Sol Scharfstein)

The result of this slave mentality will be a certain instability within the national mood of the people. They are fickle. One moment they can be uplifted by the soaring euphoria of the miracle at the Red Sea and the next minute, all has been forgotten; they might as well be back in Egypt. When crisis hits, the people panic and all the theological truths disappear as if into thin air.
