Verifying the Prophecy of Moshe
וַיֹּ֨אמֶר ה' אֶל־מֹשֶׁ֗ה הִנֵּ֨ה אָנֹכִ֜י בָּ֣א אֵלֶיךָ֮ בְּעַ֣ב הֶֽעָנָן֒ בַּעֲב֞וּר יִשְׁמַ֤ע הָעָם֙ בְּדַבְּרִ֣י עִמָּ֔ךְ וְגַם־בְּךָ֖ יַאֲמִ֣ינוּ לְעוֹלָ֑ם וַיַּגֵּ֥ד מֹשֶׁ֛ה אֶת־דִּבְרֵ֥י הָעָ֖ם אֶל־ה'׃
And the LORD said to Moses, “I will come to you in a thick cloud, in order that the people may hear when I speak with you and so trust you ever after.” Then Moses reported the people’s words to the LORD,
(א) משֶׁה רַבֵּנוּ לֹא הֶאֱמִינוּ בּוֹ יִשְׂרָאֵל מִפְּנֵי הָאוֹתוֹת שֶׁעָשָׂה. שֶׁהַמַּאֲמִין עַל פִּי הָאוֹתוֹת יֵשׁ בְּלִבּוֹ דֹּפִי שֶׁאֶפְשָׁר שֶׁיַּעֲשֶׂה הָאוֹת בְּלָט וְכִשּׁוּף. אֶלָּא כָּל הָאוֹתוֹת שֶׁעָשָׂה משֶׁה בַּמִּדְבָּר לְפִי הַצֹּרֶךְ עֲשָׂאָם. לֹא לְהָבִיא רְאָיָה עַל הַנְּבוּאָה. הָיָה צָרִיךְ לְהַשְׁקִיעַ אֶת הַמִּצְרִיִּים קָרַע אֶת הַיָּם וְהִצְלִילָן בְּתוֹכוֹ. צָרַכְנוּ לְמָזוֹן הוֹרִיד לָנוּ אֶת הַמָּן. צָמְאוּ בָּקַע לָהֶן אֶת הָאֶבֶן. כָּפְרוּ בּוֹ עֲדַת קֹרַח בָּלְעָה אוֹתָן הָאָרֶץ. וְכֵן שְׁאָר כָּל הָאוֹתוֹת. וּבַמֶּה הֶאֱמִינוּ בּוֹ. בְּמַעֲמַד הַר סִינַי שֶׁעֵינֵינוּ רָאוּ וְלֹא זָר וְאָזְנֵינוּ שָׁמְעוּ וְלֹא אַחֵר הָאֵשׁ וְהַקּוֹלוֹת וְהַלַּפִּידִים וְהוּא נִגַּשׁ אֶל הָעֲרָפֶל וְהַקּוֹל מִדַּבֵּר אֵלָיו וְאָנוּ שׁוֹמְעִים משֶׁה משֶׁה לֵךְ אֱמֹר לָהֶן כָּךְ וְכָךְ. וְכֵן הוּא אוֹמֵר (דברים ה ד) "פָּנִים בְּפָנִים דִּבֶּר ה' עִמָּכֶם". וְנֶאֱמַר (דברים ה ג) "לֹא אֶת אֲבֹתֵינוּ כָּרַת ה' אֶת הַבְּרִית הַזֹּאת". וּמִנַּיִן שֶׁמַּעֲמַד הַר סִינַי לְבַדּוֹ הִיא הָרְאָיָה לִנְבוּאָתוֹ שֶׁהִיא אֱמֶת שֶׁאֵין בּוֹ דֹּפִי שֶׁנֶּאֱמַר (שמות יט ט) "הִנֵּה אָנֹכִי בָּא אֵלֶיךָ בְּעַב הֶעָנָן בַּעֲבוּר יִשְׁמַע הָעָם בְּדַבְּרִי עִמָּךְ וְגַם בְּךָ יַאֲמִינוּ לְעוֹלָם". מִכְלַל שֶׁקֹּדֶם דָּבָר זֶה לֹא הֶאֱמִינוּ בּוֹ נֶאֱמָנוּת שֶׁהִיא עוֹמֶדֶת לְעוֹלָם אֶלָּא נֶאֱמָנוּת שֶׁיֵּשׁ אַחֲרֶיהָ הִרְהוּר וּמַחֲשָׁבָה:
(ב) נִמְצְאוּ אֵלּוּ שֶׁשׁוּלַּח לָהֶן הֵם הָעֵדִים עַל נְבוּאָתוֹ שֶׁהִיא אֱמֶת וְאֵינוֹ צָרִיךְ לַעֲשׂוֹת לָהֶן אוֹת אַחֵר. שֶׁהֵם וְהוּא עֵדִים בַּדָּבָר כִּשְׁנֵי עֵדִים שֶׁרָאוּ דָּבָר אֶחָד בְּיַחַד שֶׁכָּל אֶחָד מֵהֶן עֵד לַחֲבֵרוֹ שֶׁהוּא אוֹמֵר אֱמֶת וְאֵין אֶחָד מֵהֶן צָרִיךְ לְהָבִיא רְאָיָה לַחֲבֵרוֹ. כָּךְ משֶׁה רַבֵּנוּ כָּל יִשְׂרָאֵל עֵדִים לוֹ אַחַר מַעֲמַד הַר סִינַי וְאֵינוֹ צָרִיךְ לַעֲשׂוֹת לָהֶם אוֹת. וְזֶהוּ שֶׁאָמַר לוֹ לְהַקָּדוֹשׁ בָּרוּךְ הוּא בִּתְחִלַּת נְבוּאָתוֹ בְּעֵת שֶׁנָּתַן לוֹ הָאוֹתוֹת לַעֲשׂוֹתָן בְּמִצְרַיִם וְאָמַר לוֹ (שמות ג יח) "וְשָׁמְעוּ לְקלֶךָ". יָדַע משֶׁה רַבֵּנוּ שֶׁהַמַּאֲמִין עַל פִּי הָאוֹתוֹת יֵשׁ בִּלְבָבוֹ דֹּפִי וּמְהַרְהֵר וּמְחַשֵּׁב וְהָיָה נִשְׁמָט מִלֵּילֵךְ וְאָמַר (שמות ד א) "וְהֵן לֹא יַאֲמִינוּ לִי". עַד שֶׁהוֹדִיעוֹ הַקָּדוֹשׁ בָּרוּךְ הוּא שֶׁאֵלּוּ הָאוֹתוֹת אֵינָן אֶלָּא עַד שֶׁיֵּצְאוּ מִמִּצְרַיִם וְאַחַר שֶׁיֵּצְאוּ וְיַעַמְדוּ עַל הָהָר הַזֶּה יִסְתַּלֵּק הִרְהוּר שֶׁמְּהַרְהֲרִין אַחֲרֶיךָ שֶׁאֲנִי נוֹתֵן לְךָ כָּאן אוֹת שֶׁיֵּדְעוּ שֶׁאֲנִי שְׁלַחְתִּיךָ בֶּאֱמֶת מִתְּחִלָּה וְלֹא יִשָּׁאֵר בְּלִבָּם הִרְהוּר. וְהוּא שֶׁהַכָּתוּב אוֹמֵר (שמות ג יב) "וְזֶה לְּךָ הָאוֹת כִּי אָנֹכִי שְׁלַחְתִּיךָ בְּהוֹצִיאֲךָ אֶת הָעָם מִמִּצְרַיִם תַּעַבְדוּן אֶת הָאֱלֹקִים עַל הָהָר הַזֶּה". נִמְצֵאתָ אוֹמֵר שֶׁכָּל נָבִיא שֶׁיַּעֲמֹד אַחַר משֶׁה רַבֵּנוּ אֵין אָנוּ מַאֲמִינִים בּוֹ מִפְּנֵי הָאוֹת לְבַדּוֹ כְּדֵי שֶׁנֹּאמַר אִם יַעֲשֶׂה אוֹת נִשְׁמַע לוֹ לְכָל מַה שֶּׁיֹּאמַר. אֶלָּא מִפְּנֵי הַמִּצְוָה שֶׁצִּוָּה משֶׁה בַּתּוֹרָה וְאָמַר אִם נָתַן אוֹת (דברים יח טו) "אֵלָיו תִּשְׁמָעוּן". כְּמוֹ שֶׁצִּוָּנוּ לַחְתֹּךְ הַדָּבָר עַל פִּי שְׁנַיִם עֵדִים וְאַף עַל פִּי שֶׁאֵין אָנוּ יוֹדְעִין אִם הֵעִידוּ אֱמֶת אִם שֶׁקֶר. כָּךְ מִצְוָה לִשְׁמֹעַ מִזֶּה הַנָּבִיא אַף עַל פִּי שֶׁאֵין אָנוּ יוֹדְעִים אִם הָאוֹת אֱמֶת אוֹ בְּכִשּׁוּף וְלָט:
(ג) לְפִיכָךְ אִם עָמַד הַנָּבִיא וְעָשָׂה אוֹתוֹת וּמוֹפְתִים גְּדוֹלִים וּבִקֵּשׁ לְהַכְחִישׁ נְבוּאָתוֹ שֶׁל משֶׁה רַבֵּנוּ אֵין שׁוֹמְעִין לוֹ וְאָנוּ יוֹדְעִין בְּבֵאוּר שֶׁאוֹתָן הָאוֹתוֹת בְּלָט וְכִשּׁוּף הֵן. לְפִי שֶׁנְּבוּאַת משֶׁה רַבֵּנוּ אֵינָהּ עַל פִּי הָאוֹתוֹת כְּדֵי שֶׁנַּעֲרֹךְ אוֹתוֹת זֶה לְאוֹתוֹת זֶה. אֶלָּא בְּעֵינֵינוּ רְאִינוּהָ וּבְאָזְנֵינוּ שְׁמַעֲנוּהָ כְּמוֹ שֶׁשָּׁמַע הוּא. הָא לְמָה הַדָּבָר דּוֹמֶה לְעֵדִים שֶׁהֵעִידוּ לָאָדָם עַל דָּבָר שֶׁרָאָה בְּעֵינָיו שֶׁאֵינוֹ כְּמוֹ שֶׁרָאָה שֶׁאֵינוֹ שׁוֹמֵעַ לָהֶן אֶלָּא יוֹדֵעַ בְּוַדַּאי שֶׁהֵן עֵדֵי שֶׁקֶר. לְפִיכָךְ אָמְרָה תּוֹרָה שֶׁאִם בָּא הָאוֹת וְהַמּוֹפֵת (דברים יג ד) "לֹא תִּשְׁמַע אֶל דִּבְרֵי הַנָּבִיא הַהוּא". שֶׁהֲרֵי זֶה בָּא אֵלֶיךָ בְּאוֹת וּמוֹפֵת לְהַכְחִישׁ מַה שֶּׁרָאִיתָ בְּעֵינֶיךָ וְהוֹאִיל וְאֵין אָנוּ מַאֲמִינִים בְּמוֹפֵת אֶלָּא מִפְּנֵי הַמִּצְוֹת שֶׁצִּוָּנוּ משֶׁה הֵיאַךְ נְקַבֵּל מֵאוֹת זֶה שֶׁבָּא לְהַכְחִישׁ נְבוּאָתוֹ שֶׁל משֶׁה שֶׁרָאִינוּ וְשֶׁשָּׁמַעְנוּ:
(1) Moses our Master was not believed in by Israel because he delivered tokens, for whosoever bases his belief contingent upon tokens retains suspicion in his heart, for it is possible that the token was delivered by means of enchantment and witchcraft. But all the tokens delivered by Moses in the wilderness were responsive to necessities, and not as testimony for prophecy. When it became necessary to have the Egyptians sunk, he divided the sea and drowned them therein; when our need was food, he brought down for us Manna; when they became thirsty, he split open the rock for them; when the Korah confederacy denied him, the earth swallowed them up. Likewise came to pass all the other tokens. Wherein, then, did they believe in him? In being present at Mount Sinai; for our own eyes saw and not through a stranger's, and our own ears heard and not that of another; the flame, the thunder and lightning, and he drew near the thick cloud and the Voice speaking unto him, we listening, saying: "Moses, Moses, go and tell them thus and such," for so he also said: "The Lord spoke with you face to face in the mount out of the midst of fire" (Deut. 5.4); and it is moreover said: "The Lord made not this covenant with our fathers, but with us, even us" (Ibid. –31). Whencefrom do we know that the standing at Mount Sinai alone is the evidence which makes his prophecy true without a shadow of suspicion? Because it is said: "Lo, I come unto thee in a thick cloud, that the people may hear when I speak unto thee, and may also believe thee forever" (Ex. 19.9). Evidently, hitherto they did not believe in him with an everlasting belief, but with a belief wherein there is after-thought and reflection.1See Ikarim I.18. C.
(2) Consequently they to whom he was sent are the witnesses by whom the truth of his prophecy is established, wherefor he needed no other token to deliver to them, as they and he witnessed it together, and as when two witnesses see one thing together each one testifies for the other that he speaks the truth, and neither needs other testimony for the other. Thus, Moses our Master, all Israel are his witnesses since their presence at Mount Sinai, and there was no need for him to deliver to them any token. This is what the Holy One, blessed is He! spoke unto him, when he commenced to prophesy, at the time He endowed him with the tokens to be delivered in Egypt, saying to him: "And they shall hearken to thy voice" (Ex. 3.18). Moses our Master knew that whosoever believes on the testimony of tokens retains in his heart suspicions and continues to think and reflect; and he endeavored not to go, saying: "But, behold, they will not believe me" (Ibid. 4.1). Then it was that the Holy One, blessed is He! made known to him that these tokens were of no need save until they go forth out of Egypt, but after they go forth, when they will stand upon this Mount the suspicious thoughts which they might be thinking after thee will disappear, for I am herewith investing thee with a token which they will know in truth that it was I Who sent thee from the very start, so that there be left no suspicion in their heart. And it is this what the Verse says: "And this shall be the token unto thee, that I have sent thee: when thou hast brought forth the people out of Egypt, ye shall serve God upon this mountain" (Ibid. 3. 12). Consequently, it must be said that in every prophet who rises up after Moses our Master, we do not believe because of the token alone, so as to say: "If he deliver a token we will hearken to all of his prophesying"; but because of the commandment which Moses commanded in the Torah and said, if he do give a token, "Unto him ye shall hearken" (Deut. 18.15). Even as he commanded us to render decision in a matter on the testimony of two witnesses, although we do not know whether they have testified truth or falsehood, so it is mandatory to hearken to such prophet, notwithstanding our lack of knowledge whether the token is true or whether it was delivered by witchcraft and enchantment.
(3) Therefore, if a prophet arose and performed great tokens and miracles, and thereby seeks to deny the prophecy of Moses our Master, we must not hearken unto him, for we know clearly that those tokens are of enchantment and witchcraft, because the prophecy of Moses our Master is not based upon the tokens so as to make a comparison between the tokens of this one and the tokens of that one; for with our own eyes we saw it, and with our own ears we heard it even as he himself heard. This is rather to be compared to witnesses who testify before a man concerning a matter which he saw with his own eyes that it is not as he saw it, who does not hearken to them, but certainly knows that they are false witnesses. Therefore it is said in the Torah, if even the sign or the wonder come to pass: "Thou shalt not hearken unto the words of that prophet" (Ibid. 13.3). Behold, this one comes to thee with token and wonder to deny that which thou didst see with thine own eyes; whereas we do not believe in a miracle save because of the commandments which Moses commanded us, how will we accept this token which is brought to deny the prophecy of Moses which we saw and heard?
(ד) ...ואמנם אמרו "כי לבעבור נסות אתכם בא האלוקים" הוא הענין בעצמו הנאמר ב'משנה תורה' ב'מתנבא בשם עבודה זרה' "כי מנסה ה' אלוקיכם אתכם" אשר כבר בארנו ענינו. כן הנה ב'מעמד הר סיני' אמר להם אל תיראו שזה המראה הגדול אשר ראיתם לא היה רק שיגיע לכם האמת בראות העין בעבור שכשי'נסה ה' אלוקיכם אתכם בנביא שקר' אומר סתירת מה ששמעתם אותו - להודיע שיעור אמונתכם - תעמדו על אמונתכם ולא תמעד אשורכם; ואילו הייתי בא אליכם שליח ואומר אליכם מה שנאמר לי ולא תשמעוהו היה אפשר שתחשבו לאמת מה שבפי זולתי כשיבוא לכם בסתירת מה שאגיד אותו לכם - לולא ששמעתם אותו בזה המראה...
(4) ...The passage, "For God is come to prove you, and that his fear may be before your faces, that ye sin not" (ibid. 20:20), expresses the same idea as is expressed in Deuteronomy (xiii. 4) in reference to a person who prophesies in the name of idols, namely in the words: "For the Lord your God proveth you to know whether ye love the Lord." We have already explained the meaning of the latter passage. In the same sense Moses said to the Israelites when they stood round Mount Sinai: "Do not fear; the object of this great sight which you perceived is that you should see the truth with your own eyes. When the Lord your God, in order to show your faithfulness to Him, will prove you by a false prophet, who will tell you the reverse of what you have heard, you will remain firm and your steps will not slide. If I had come as a messenger as you desired, and had told you that which had been said unto me and which you had not heard, you would perhaps consider as true what another might tell you in opposition to that which you heard from me. But it is different now, as you have heard it in the midst of the great sight"...

ועוד לענין אחר אמר רק השמר לך וגו'. למה שהמשיך דבריו וסיים ואמר ותמונה אינכם רואים זולתי קול ואמר ג"כ למטה ונשמרתם מאד לנפשותיכם כי לא ראיתם כל תמונה, והלשון מורה כי רק השמר לך ושמור נפשך ואמרו ונשמרתם מאד לנפשותיכם בא על כונה אחת, והוא כאומר לחברו השמר לך פן תפול בגומא פלוני שאתה מוכן ליפול שם. וזהו לשון ושמור נפשך ונשמרתם מאד לנפשותיכם, ופירוש הענין כך הוא בתחלה אמר ומי גוי גדול אשר לו אלהים קרובים אליו וגו', ויהיה קרוב לטעות מזה ולומר שיש לשי"ת איזה יחס וקשר ויבא לדמות ולחשוב באלהותו איזה דבר ממקרי הגשם, ולפיכך אמר השמר לך ושמור נפשך מאד פן תשכח המעמד הנכבד ההוא שיהיה בו מקורבת השי"ת עם ברואיו מה שלא יה לפניו ולאחריו, ועם כל זה לא הגיע ממנו שתראה שום תמונה כי איננה, אבל קול דברים בלבד שמעתם אשר הוא קול נברא: כד ועל זה הצד אנו אומרים בתפלתנו בברכה שלישית של שמונה עשרה אתה קדוש כמ"ש בעל הכוזרי, כי מפני שאמרנו תחלה שהוא משיב הרוח ומוריד הגשם ורופא חולים ומתיר אסורים כדי שלא יבא זה לחשוב באלהותו איזה מיחסי הגשם, אנו אומרים שעם היות שהוא פועל כל זה הוא נבדל ומרומם מכל דבר ממשיגי הגשמות, ועל זה הדרך בא רק השמר לך וגו', וכפל עוד ואמר ונשמרתם מאד לנפשותכם כי לא ראיתם כל תמונה וגו' פן תשחיתון, וקשר ב' פסוקים אלו זר לא נמצא בו למפרשים דבר, ונראה שפירושו הוא השמרו מאד לנפשותיכם, עם היות שרצה השם ית' להשאיר זכרון המעמד הכנבד ההוא בכל מה שאפשר עד שחדש וברא חשך ענן וערפל ולפידים וקולות נבראים עכ"ז לא רצה לחדש ולברוא שום תמונה, אע"פ שהיה מן הראוי כדי שישאר זכרון המעמד יותר, לפי שהדבר הנראה יחוקק יותר בדמיון מן הדבר הנשמע, וכמו שחדש קול נברא אע"פ שנגלהו מורה על הנשמות ולא נמנע בשביל זה, למה לא חדש תמונה נבראת כדי שיתחקה בלבה המעמד ההוא יותר, אבל נמנע מזה פן תשחיתון כי תחשבון לעשות טובה לנפשכם לעשות פסל כדמות התמונה ההיא אטשר ראיתם, כדי להשאיר זכרון הדבר לבניכם ולבני בניכם, וימשך מזה שבניכם אשר יקומו אחריכם יעבדו צורה ההיא או יתלו נשמות הש"י לזה, וזהו שהזהיר וכפל בפרשה זו בכמה מקומות אזהרה הזאת, מצורף שהאומות בזמנים הקדומים היו נמשכים אחריהם מאד, וגם בזמן הבית כמ"ש בסנהדרין רב אשי אוקי ג' מלכים אמר למחר נפתח בחבריא אתא מנשה איתחזי ליה וגו' א"ל אי הוית בההוא דרא נקטת בשפולא דגלימא ופלחת לה, ואין ספק שהיה זה מצד רוב חכמתם והורדת הרוחניות, לא מצד סכלותם, כי רשעים היו אבל לא שוטים:

(ט) רַ֡ק הִשָּׁ֣מֶר לְךָ֩ וּשְׁמֹ֨ר נַפְשְׁךָ֜ מְאֹ֗ד פֶּן־תִּשְׁכַּ֨ח אֶת־הַדְּבָרִ֜ים אֲשֶׁר־רָא֣וּ עֵינֶ֗יךָ וּפֶן־יָס֙וּרוּ֙ מִלְּבָ֣בְךָ֔ כֹּ֖ל יְמֵ֣י חַיֶּ֑יךָ וְהוֹדַעְתָּ֥ם לְבָנֶ֖יךָ וְלִבְנֵ֥י בָנֶֽיךָ׃ (י) י֗וֹם אֲשֶׁ֨ר עָמַ֜דְתָּ לִפְנֵ֨י ה' אֱלֹקֶיךָ֮ בְּחֹרֵב֒ בֶּאֱמֹ֨ר ה' אֵלַ֗י הַקְהֶל־לִי֙ אֶת־הָעָ֔ם וְאַשְׁמִעֵ֖ם אֶת־דְּבָרָ֑י אֲשֶׁ֨ר יִלְמְד֜וּן לְיִרְאָ֣ה אֹתִ֗י כָּל־הַיָּמִים֙ אֲשֶׁ֨ר הֵ֤ם חַיִּים֙ עַל־הָ֣אֲדָמָ֔ה וְאֶת־בְּנֵיהֶ֖ם יְלַמֵּדֽוּן׃
(9) But take utmost care and watch yourselves scrupulously, so that you do not forget the things that you saw with your own eyes and so that they do not fade from your mind as long as you live. And make them known to your children and to your children’s children: (10) The day you stood before the LORD your God at Horeb, when the LORD said to Me, “Gather the people to Me that I may let them hear My words, in order that they may learn to revere Me as long as they live on earth, and may so teach their children.”
כי לבעבור נסות אתכם בא האלקים. גם במעמד הזה ידע הקב״ה שאין זה כחכם באמת אלא רק לנסות אתכם בא בזה המעמד. ופי׳ נסות כפרש״י לשון גדולה. אבל לא כמו שכתב לגדל אתכם בעולם שיצא לכם שם באומות. ויפה כ׳ הרמב״ן ע״ז שאינו נכון. דמאין ידעו האומות שכן היה. ובעיקר אינו תכלית כ״כ אלא עיקר הכונה להגביה מעלת הנפש. והוא א׳ מאופני הנסיון שביארנו בשם חז״ל ברבה. שהוא כפשתן טוב שמכים אותו הרבה כדי להעלותו ולהשביחו. ומזה בא הנסיון של א״א בשעת עקידה כמו שביארנו בס׳ בראשי׳ שם. כך בא זה המעמד להגביה נפשם לעמוד בתמצית כחם בשביל קיום התורה בעת הצורך שנדרש למסירת נפש. לא יהיה זה למשא עליהם. כי בגדולת הנפש ימצא לב לזה כמו שעמדו בתמצית כחם בשעת קבלת עשרת הדברות. וע׳ בס׳ דברים ד׳ ל״ב:
ובעבור תהיה יראתו וגו׳. המעמד הנפלא יהי מצויר בנפש לעולם כדי להיות ביראת ה׳ כל היום. וכמו שהזהיר הכתוב בס׳ דברים ד׳ ט׳ זכירת אותו מעמד:
