Ramban: You will not afflict and oppress the stranger and think that there is nobody to save him from your hand, because you know that you were strangers in Egypt, and I saw the oppression with which the Egyptians oppressed you and took vengeance.

Sefer HaChinuch: By reminding us of the great anguish in this status, and how we ourselves already experienced it, and God in His great mercy and kindness took us out, our mercy will be aroused for any person in that situation.
