Aruch HaShulchan, The Laws of Tzedakah, 253:17

If there is a poor person who does not want to receive tzedakah and we know that the person needs it, we are obligated to make an effort to make the poor accept it. If that person still does not want it, we need to be crafty with it and give it as a gift and not tzedakah. If the poor person still does not want it, give it as a loan and do not seek it back. It seems that if the poor person then makes an effort to repay but is unable to, do not accept the money. [Translation by Rabbi Bruce Elder. Edited for gender neutrality]
