Aruch HaShulchan, The Laws of Tzedakah, 250:3
Even if he [the poor person] lacks a wife and needs to marry, find him a wife. Beforehand, award him a house and make for him a bed and give him household objects and afterwards find him a wife. Whatever he lacks, let those lacks be filled. [Translation by Rabbi Bruce Elder]

2. Is this a realistic model of giving?

3. According to this text, how should a community provide for the poor today?
