Rashi on Megillah 12a:6

כתיב פרס ומדי הפרתמים - סמך הפרתמים אצל מדי וכתיב למלכי מדי ופרס. סמך מלכי אצל מדי: It is written, "Persia and Media, the nobles": It placed, "the nobles," adjacent to Media. But it is written, "of the kings of Media and Persia" - it placed, "the kings," adjacent to Media.
