Jerusalem Talmud Bava Batra 2:8

משנה: מַרְחִיקִין אֶת הַנְּבֵילוֹת וְאֶת הַקְּבָרוֹת וְאֶת הַבּוּרְסְקִי מִן הָעִיר חֲמִשִּׁים אַמָּה וְאֵין עוֹשִׂין בּוּרְסְקִי אֶלָּא לְמִזְרַח הָעִיר. רִבִּי עֲקִיבָה אוֹמֵר לְכָל־רוּחַ הוּא עוֹשֶׂה חוּץ מִמַּעֲרָבָה וּמַרְחִיק חֲמִשִּׁים אַמָּה. MISHNAH: One distances carcasses, and graves, and tanneries 50 cubits from the town, and one builds a tannery only to the East of a town⁸⁹Since most days of the year the wind blows from the West. The bad smell of the tannery will be downwind.. Rebbi Aqiba says, one may build in any direction except to the West, and distances himself by 50 cubits.

הלכה: מַרְחִיקִין אֶת הַנְּבֵילוֹת כול׳. רִבִּי אַבָּהוּ בְשֵׁם רִבִּי יוֹחָנָן. עַד מָקוֹם שֶׁעוֹשֶׂה גֶלֶד. דְּבֵית רִבִּי יַנַּאי אָֽמְרֵי. עַד מָקוֹם שֶׁעוֹמֵד וּמֵרִיחַ. וְתַנֵּי כֵן. רִבִּי עֲקִיבָה אוֹמֵר. לְכָל רוּחַ הוּא עוֹשֶׂה וּמַרְחִיק חוּץ מִן הַמַּעֲרָבָה מִפְּנֵי שֶׁהִיא תְדִירָה. רִבִּי מָנָא הֲוָה מְהַלֵּךְ עִם מוּכֵּי שְׁחִין. אֲמַר לֵיהּ אָביֹי. לָא תַּהֲלוֹךְ מִמְּדִינְחֵיהּ אֶלָּא מִמַּעֲרָבֵיהּ. HALAKHAH: “One distances carcasses,” etc. Rebbi Abbahu in the name of Rebbi Joḥanan: To the place where one prepares the skins⁹⁰This explains why animal carcasses come under the same rules as tanneries: The process of making leather starts with skinning carcasses.. In the House of Rebbi Yannai they said, up to the place where one might smell what he makes⁹¹This now refers to the problem of locating a tannery. Any location is fine where the smell does not reach the town.. It was stated so⁹²Tosephta 1:8, Babli 25a.: “Rebbi Aqiba says, he may build it in any direction and distances himself, except to the West because that [wind] is frequent.⁸⁹Since most days of the year the wind blows from the West. The bad smell of the tannery will be downwind.” Rebbi Mana went to accompany a person afflicted with a skin disease. His father told him, do not walk to the East of him but rather to the West of him.
