It is so accented because the word that follows11Ish (man). has the accent on the first part of the word.
וטעם לו. אחר שאמר לכהן תוספת ביאור שלא ינתן העור לכהן אחר: Scripture reads to himself even though it earlier stated even the priest12Our verse reads, even the priest shall have to himself. To himself appears redundant. Hence I.E.’s comment. because it wants to further explain that the skin not be given to another kohen.
